Does windows have a hidden firewall blocking all ports?

Windows doesn't block any ports unless the firewall is on. Are these incoming ports or outgoing ports? If they're incoming, you'll have to enable port forwarding on your router. Your computer isn't actually visible to the outside Internet, so the router uses separate port numbers to map which computer it goes to.
